Seigram is a mid level Mazoku under the command of Gaav, the Demon Dragon King.  He is responsible for the trouble caused in Atlas City by creating magical beasts that infested the city and granting Halcyform immortality.  The mask he wears is the "Pledge Stone" that allows Halcyform to stay immortal.  It is later broken by Gourry and Halcyform is defeated.
    Although he is only a mid level Mazoku, he is the primary and only servant of Gaav in the anime.
